Commissioner Helgait, Christopher Lloyd's The Mandalorian character, is connected to Count Dooku, but was he in Star Wars: The Clone Wars?

Helgait was a Separatist, someone who believed Count Dooku to be a visionary, and was therefore opposed to restoring the New Republic even after the Empire had fallen. Din Djarin’s complicated history with droids set the tone for The Mandalorian season 3, episode 6, which revisited a lot of elements from Star Wars: The Clone Wars.
