Donald Trump is still the leader of the GOP and its choice (so far) for president in 2024, and Haley, like Florida Governor Ron DeSantis and others, is courting Trump’s base. Haley knows how to [say the right things](https://www.nbcnews.com/meet-the-press/meetthepressblog/timeline-nikki-haleys-trump-statements-rcna70456) about how the violence of January 6 was bad, but to this day she [refuses to hold Trump accountable](https://www.politico.com/interactives/2021/magazine-nikki-haleys-choice/), and so there is no way to know if she or any other candidate will withstand the antidemocratic demands of Republican primary voters. (And it’s paying off for her: At 38 years old, she’s the House GOP conference chair.) To win in 2024, Haley and every other Republican candidate are going to turn into some version of Trump, or Stefanik, or Vance, and this makes every one of them untrustworthy around the levers of national power. Some of the critics who come at the Never Trumpers from the right will likely argue that rejecting someone such as Haley means, in effect, that Never Trump means Always Democrats, based on the magical thinking that Haley and other Republicans, if only given the chance, can restore some sanity to the party. Vance](https://www.theatlantic.com/ideas/archive/2021/07/moral-collapse-jd-vance/619428/), and so many others, sees principles as disposable, making her yet another example of why the GOP cannot be trusted with power. [taking some heat from Trump](https://thehill.com/homenews/campaign/3840814-trump-taunts-haley-about-past-statements-on-challenging-him/) as a way of providing top cover to other candidates who will then reward her with the vice-president spot. (Right now, Haley is [polling](https://thehill.com/homenews/campaign/3821109-trump-is-heavy-favorite-in-gop-2024-primary-poll/) somewhere between Mike Pence and a dust bunny; she’s tied at 3 percent with a hypothetical Rubio candidacy.) So why is she running at all? [she said](https://archive.nytimes.com/www.nytimes.com/politics/first-draft/2016/02/29/nikki-haley-faults-donald-trump-for-not-condemning-white-supremacists/) at a Marco Rubio rally seven years ago this month.

[Can’t Is Not an Option: My American Story](https://www.penguinrandomhouse.com/books/310707/cant-is-not-an-option-by-nikki-haley/), is a memoir and was published in 2012. policy of “strategic ambiguity.” She [has also insisted](https://twitter.com/NikkiHaley/status/1623156616299220994?cxt=HHwWhMC4lfeVzoYtAAAA) that the United States should “hold Beijing accountable for COVID, stop China from buying American farmland, impose consequences for China's spying, and start acting like the leader of the free world.” She has yet to sketch out, however, how she will do these things, or how her approach to China would differ from what the Biden administration is doing or from what other Republican presidential nominees are likely to propose. [insisted](https://www.newsweek.com/nikki-haley-says-ukraine-invasion-never-would-have-happened-under-trump-1685317) that the invasion “never would have happened” if Trump were still president. Trump [said last fall](https://www.businessinsider.com/trump-disloyal-pence-former-cabinet-members-2024-republican-presidential-campaign-2022-10?utm_medium=referral&utm_source=yahoo.com) that it would be “very disloyal” of Haley or any other member of his administration to run against him for the presidency. [Reaganism](https://www.nytimes.com/2023/02/15/upshot/nikki-haley-republicans-president.html) than Trumpism. Trump also [posted a video clip](https://twitter.com/ronfilipkowski/status/1620903350337249314?s=12&t=5sQ-OeaHvrEqqqvkKQJrVA) on Truth Social of Haley promising not to run against him. [said](https://www.politico.com/news/2019/11/12/nikki-haley-defends-trump-069832) that “in every instance I dealt with him, he was truthful, he listened and he was great to work with.” Her tone changed immediately after January 6, 2021. [New Hampshire](https://www.washingtonexaminer.com/news/campaigns/nikki-haley-unveils-new-hampshire-schedule) tomorrow and then heads for [Iowa](https://www.washingtonexaminer.com/news/campaigns/nikki-haley-unveils-stops-iowa-likely-campaign-launch) on Monday. In 2016, she [signed legislation](https://www.foxnews.com/politics/south-carolina-gov-haley-signs-bill-banning-abortions-at-20-weeks) banning abortions at twenty weeks, [calling](https://www.huffpost.com/entry/nikki-haley-anti-abortion-speech_n_5cf599b4e4b0e8085e3edee4) pro-choice feminism “not real feminism.” One area in which she didn’t follow broader trends in the Republican party was with calls to prohibit transgender people from using the bathroom of their choice. In doing so, she became the second Indian American to become a governor of any state—Bobby Jindal of Louisiana became the first three years earlier—the first woman of Indian descent to become a governor, and the first woman to serve as governor of South Carolina. And if Haley succeeds in her quest to sit in the Oval Office, she would be the first president since Jackson to be the child of immigrants.

Other than that Trump has to hope that many others get into the race and that, as in 2016, most of them stay in the race until the bitter end — hoping lightning will strike. Finally, Trump has to hope that Republican primary voters in 2024 don’t re-run the Democratic race in 2020. Trump won 45% of the votes in the primaries and caucuses, but because of the rules for allocating delegates he won 70% of the votes on the first ballot at the convention. Republicans are very aware of why Trump won in 2016 — in spite of their doubts about him. The effects of winner-take-all or winner-take-most rules can be seen in the following table from the 2016 race. To be sure however, he did what many previous sitting presidents have done and used his influence to shape a set of rules to his liking. In Tennessee, in 2016, if a candidate won more than 66% of the vote in a district, they could win all the delegates. Other states award delegates based on the percentage of the vote a candidate gets in a congressional district. For instance, Trump won 45.7% of the vote in Florida in 2016 and won all the state’s 99 delegates. Many things will happen between now and the Republican convention in 2024 and most of them are, at this point in time, unknowable. These accounted for 7% of the delegates. These results are likely to be repeated in 2024 if Trump faces a large field of candidates.
