Delphi murders live updates: Suspect charged in killing of teen girls (ABC News)

A Delphi, Indiana, man, Richard Allen, has been arrested for the 2017 murders of eighth graders Abby Williams, 13, and Libby German, 14.

McLeland said it's "concerning" to him that Allen is a local Delphi resident. He said in a message to the families that he hopes they “have found some peace in this complicated world.” Police have still not released how the girls were killed. He called the arrest a "step in the right direction." “We committed a long time ago this day would come,” he said of the arrest. “The eyes of America were on this” case, Carter said, because Delphi -- a “wonderful community” -- is like so many other American towns.

Eighteen hours later, their bodies were found in the woods, near an abandoned railroad bridge they’d photographed during their hike. Police arrested him Wednesday, according to a news release, and formally charged him Friday before transporting him to White County Jail. Allen, 50, is charged with two counts of murder, Indiana State Police Superintendent Doug Carter said.

"Today is not a day to celebrate," Superintendent of the Indiana State Police Doug Carter said. Richard Allen, 50, charged with two counts of murder in the deaths of Libby and Abby, was 'hiding in plain sight,' Libby German's grandparents said.

The search continued Tuesday morning, Valentine's Day, along the trails and the creek. The next chapter is now we’re on to the prosecution side, right? "That is accurate," Becky Patty said. "I don’t feel like I thought I would. "While this is another chapter in this story, our lives that we’re going through right now, I want to make sure we continue that, right? "And that’s the case. But definitely I don’t know him." We’re going to keep pushing all the way." Carter, during Monday's news conference, noted the suspect had been living in Delphi all this time, the nearly six years since the teens were found killed Feb. 14, 2017, on a trail east of Delphi. And we’re going to stay after it. Carter added the probable cause affidavit remains sealed.

Indiana Police Announce Arrest in the 2017 Murders of 2 Girls in ... (The New York Times)

Liberty German and Abigail Williams were killed on a hike in northern Indiana. On Monday, the police said a man had been charged.

Their bodies were discovered the next day in the woods about half a mile upstream from the bridge. The police have not said how the girls, who were active in their school’s band, were killed, but praised Libby for the recordings. Their bodies were found the next day, and the investigation gained nationwide attention as the authorities released material from Liberty’s phone, including recordings of a man following the girls and of a voice saying: “Down the hill.” Liberty, who was called Libby, and Abigail, known as Abby, were both eighth graders, and disappeared during a hike on the last day of a four-day winter break. He has entered a not guilty plea and is being held without bond, the Carroll County prosecutor, Nicholas McLeland, said. Meanwhile, Allen’s employer, CVS, has released a statement saying it was “ready to cooperate with the police investigation” in any way possible. “I was a mess trying to get the images off my phone,” German said. Why the Case File of Delphi Murders Suspect Richard Allen ... (Law & Crime)

Richard M. Allen, 50, of Delphi, Indiana sits in jail without bond. The details remain sealed as to why the authorities came to suspect him in a double ...

The Act clarifies that the public record “does not include a record submitted to a court for the sole purpose of determining whether the record should be sealed.” That apparently remains secret, just as Rule 6 (above) seems to suggest. The statute explains that a hearing must be held “at a date and time established by the court,” notice of which “shall be posted at a place designated for posting notices in the courthouse,” to ferret out the rationale for closing the record. Like most states, Indiana’s rule contains several exceptions, including the perfunctory facts of the arrest itself, the identity of the person arrested, and for “information contained in a public record.” Naturally, that exception does not apply in the Delphi Murders case because the records are not yet public. He said a “very methodical” investigation would “ensure that if any other person had any involvement with these murders in any way, that person or persons will be held accountable.” (1) The following shall be excluded from Public Access and no notice of exclusion from Public Access is required: Entire criminal cases when a request to exclude Case Records from Public Access is filed contemporaneously with a request for an arrest warrant. (A) In extraordinary circumstances, a Court Record that otherwise would be publicly accessible may be excluded from Public Access by a Court having jurisdiction over the record. The applicable records remain sealed until a “public hearing” is held. A verified written request to prohibit Public Access to a Court Record may be made by any person affected by the release of the Court Record. “Criminal proceedings are presumptively open to attendance by the general public,” the Act states. That seems to track with what’s occurring in the Allen case: again, the local Clerk of Court’s office told Law&Crime by telephone that its office has literally nothing whatsoever on the public docket in the matter. That rule allows records to be sealed when an arrest warrant is sought, but it also contains strict limits on how long the seal is allowed to remain in effect: No information about the case is currently available on that system as of the date and time of this report.
