The new prime minister will then meet Mr Johnson for a handover of power and address the country later in the evening to thank Tory party members for voting for her and set out her hopes for her term in power. Ms Truss, who is currently the foreign secretary, will travel to Balmoral tomorrow where she will meet the Queen and be asked to form a government and become prime minister. Only then did she ‘pay tribute’ to her ‘fellow candidates, particularly Mr Sunak’ for a ‘hard-fought campaign’ that she said showed the depth of talent in the party. On Sunday, Ms Truss told the BBC that she was ‘not a quitter’, something that her rival could be accused of after he stepped down as Chancellor and set the dominoes rolling on Boris Johnson’s time in No10. For his part, Mr Sunak described his adversary’s economic approach, including tax cuts, as a ‘gamble’ on the nation’s finances and accused her of ‘starry-eyed boosterism’. The pair also clashed over how to deal with the cost of living crisis, with Ms Truss accusing her fellow candidate of ‘Gordon Brown economics’. Mr Johnson was forced out in July by a ministerial revolt over a string of scandals, just over two-and-a-half years after leading the Tories to a landslide victory at the 2019 election. Ms Truss did not rule out a freeze on Sunday but has previously described the idea as a "sticking plaster" and argues more needs to be done to help the UK boost its domestic sources of energy. She said any further support would have to go "hand in hand" with efforts to boost nuclear energy, fracking for shale gas and more oil and gas drilling in the North Sea. On Sunday the foreign secretary declined to say whether further help would be universal or targeted at the most needy, saying she would need time in office to iron out the details of her plan. After weeks of talking to Conservative members, the new prime minister will have to start talking to the country immediately. Ms Truss is yet to offer details of her cost-of-living support plan beyond saying she will temporarily scrap green levies on energy bills and reverse the rise in National Insurance introduced during Mr Johnson's tenure. The two finalists Sunak and Truss will find out around 10 minutes before the public announcement as to who between them has won. A staunchly low-tax favouring Conservative Party’s attraction to Truss’ tax-cutting promises is the other key factor behind her as the frontrunner to succeed Johnson. Truss, who came in second in early ballots of Tory MPs, has since dominated the race among the wider party electorate who have been voting online and by post to elect their new leader. The voting concluded on Friday evening and reports predicted a victory for Truss. While Johnson's former Chancellor Sunak emerged as a clear front-runner in the initial polling, Foreign Secretary Truss has dominate the contest lately and she is set to succeed Johnson, according to a report. He is the son of a doctor father and pharmacist mother.

Following the appointment, the new Prime Minister will fly back to London, and deliver a speech outside 10 Downing Street. Their exact number is not known, and The Guardian reported that about 150,000 were registered and eligible to vote in the last leadership election in 2019, their numbers could now be between 180,000 and 200,000 — which would make this group about 0.3% of the population. She will not be able to travel to the capital for the ceremony. The process of electing the new leader of the Conservatives — the new PM — started after Boris Johnson was forced out of power by a massive revolt in his party that capped his turbulent and scandal-hit three-year tenure. But the more likely possibility, surely, is that both men have reached the end of the road. Everything to which he has turned his hand, he has managed; every roll of the die has produced a six. The tragedy for these men is that the qualities that carried them to those heights means they can’t see the fall ahead. Yet “friends” of the Prime Minister – apparently he still has some – have let it be known that he is happy to wait on the backbenches for everything to go wrong under his successor, when his ungrateful party will come crawling back. [Johnson](https://www.newstatesman.com/tag/boris-johnson), unlike Sunak, has known failure – witness both his departure from the 2016 leadership race and from the Foreign Office in 2018. Despite his attempts to hint otherwise, Sunak did not grow up within a million miles of the breadline – instead, he came from the sort of affluent middle-class background shared by millions of others, from which he has risen steadily to get within touching distance of the very top job in politics. As a man who has never known failure, of course he believes he will still grab victory from the jaws of defeat to become prime minister. There he also met his future wife, Akshata Murty, whose father was a billionaire, but Sunak didn’t let that put him off making his own way in the world: he went on to Goldman Sachs, then a hedge fund, then another hedge fund. This was a man who assumed that the poll was wrong, or that there was a decent chance his opponent would implode. This meant that to have any chance of winning [Rishi Sunak](https://www.newstatesman.com/tag/rishi-sunak) would need nearly three-quarters of the remaining votes to go his way. This is partly because, despite all his flaws as both a politician and a man, he is a less terrifying potential PM than the only other alternative, which is saying something. From there he went on to Oxford, where he took PPE, graduating with a first; then to Stanford, where he was a Fulbright scholar, and received an MBA.

But perhaps Truss is also nervous about confirming that her first act as PM will be to announce a freeze on energy bills – a policy proposed by Labour last month, and also championed by Gordon Brown (who was regularly cited by Truss during the campaign as representing the sort of economic policy she rejected). He appealed, despite being a Brexiteer, to the Remainers (it’s a curiosity how Ms Truss and Mr Sunak’s EU positions played out, she a Remainer wooing the Brexiteers, he a Brexiteer winning the approval of the Remainers). He did well with the MPs, ahead with them by a mile, but they were not the ones making the selection. It did not assist Mr Sunak’s cause that the right-wing press were against him. They liked Mr Sunak, did not mind his penchant for designer clothes and were admiring of his top-drawer education and investment banking credentials. He was viewed as someone critically who still retains enormous affection and popularity among the rump of Tories not so exercised by breaches of, as they see them, arcane parliamentary rules. He was seen by the party faithful, those who were voting, as too brainy, too quick and smart. Yes, Ms Truss was a Remainer, but from the off, and even before the race began, she cloaked herself in the Union Jack, constantly photographed alongside the flag. From Ted Heath to John Redwood and David Davis, former leadership rivals have proven to be a thorny presence on the backbenches. There are now likely to be several big political beasts on the backbenches - including Dominic Raab and Michael Gove - who have not been shy about criticising the new prime minister. He told BBC Radio 2: "One thing I have reflected on a bit being in government and cabinet [is] you really need to agree on the big things because it's tough I found if you don't, I wouldn't want to get into a situation like that again."
