Ayres denies any wrongdoing but says he will stand down as deputy NSW Liberal leader to allow matters to be investigated.

And in those circumstances, this is the appropriate course of action to take. The report was still in its draft form, Perrottet stressed, and would not be released until it was completed. When I put these matters to Mr Ayres, he offered his resignation from the ministry and as deputy leader of the parliamentary Liberal party,” Perrottet said. It creates a question as to whether I breached the ministerial code of conduct,” he said. Brown will give evidence at a NSW parliament upper house inquiry into the matter on Wednesday. “On receiving that information, I have made the decision to act.

New South Wales Trade Minister Stuart Ayres resigns after inquiry ... (ABC News)

Premier Dominic Perrottet reveals Stuart Ayres has resigned after a review into the former deputy premier's controversial appointment to an US trade role.

Mr Perrottet said the issues raised by the draft report "go directly to the engagement of Minister Ayres with the department secretary", Amy Brown, during the recruitment process. "To maintain the integrity of the cabinet, I have decided to resign as a minister to allow the investigation to be completed. Mr Perrottet today said Mr Ayres denies any wrongdoing, but there was "no doubt" the findings in Mr Head's draft report raised questions "in relation to whether or not there has been a breach of the Ministerial Code of Conduct". In a statement, Mr Ayres accepted Mr Head's review "creates a question" about whether he breached the code of conduct but said: "In my view, no such breach has occurred." On Monday, Mr Ayres admitted to sending a job ad for the position to Mr Barilaro and later said he would have "discouraged" his former cabinet colleague from applying if he had his time again. "Mr Head's draft findings raised a concern about whether Mr Ayres had complied with the Ministerial Code of Conduct."

"It raises questions in respect to the ministerial code of conduct. In her opening statement, Brown said: "Any conversations I have with minister Ayres were, therefore, influential on my decision. "The issues in the review go directly to the engagement of Mr Ayres with a department secretary in respect to the recruitment process," Perrottet said. "What is important is, the information that comes to light is acted on, and that's what I have done," he said. I am the custodian as premier of the ministerial code of conduct." "The draft review that I have seen, relating to those matters with respect to Mr Ayres, raises questions," he said.

NSW Trade Minister Stuart Ayres has resigned from cabinet and his role as deputy Liberal leader.

“I said from the outset in relation to these matters that I would conduct an inquiry, and that is exactly what I have done. “What I will not do is move to and make decisions based on media pressure or political pressure. “Obviously I’m putting a review in place. Department secretary and Investment NSW boss Amy Brown will face the hearing for a second round of evidence. However, I agree it is important that this matter is investigated appropriately and support the premier’s decision to do so.” She has rejected the allegations.

Brown has told the inquiry that the London process was run out of NSW Treasury in 2020 and 2021. “[It was more of a] ‘Hmm, I see’. It’s hard to convey the tone... Brown: It was the subject of much discussion. It was a matter of the paperwork catching up with the reality. And I am concerned that, combined with this amount of public scrutiny, will deter high performing talent, including women from the private sector, from ever wanting to apply for public service roles Previous emails show the panel members were called on June 15 and asked to give their approval by the end of that day. As we reported earlier today, Ayres resigned from the cabinet and as deputy Liberal leader this morning after a draft review found there were “questions” about his level of engagement with Brown during the recruitment process. “When negotiations got particularly difficult he said, ‘I’ll just escalate this to the deputy premier or the premier,’” Brown said, implying this referenced Premier Dominic Perrottet. “He had some history with the NSW government that may make it difficult for him to take up the role without media and public controversy,” she said. She denied they would, particularly in the case of Lo given her role as commissioner. “For particular reasons I deemed that there was no suitable candidate in round one, as we’ve discussed. She phoned top bureaucrat Michael Coutts-Trotter and suggested he check the appointment with the premier.

Investment NSW head Amy Brown tells inquiry of praise for former deputy premier before appointment.

But she also suggested Ayres had offered his opinion too, one of many “intersections” she said had occurred during the hiring process. Barilaro walked away from the role less than two weeks after his appointment was announced in June, saying it had become untenable and a “distraction” due to media attention. “It was disheartening.” The inquiry has previously heard that decision was taken to cabinet by Barilaro and approved on 27 September, just a few weeks after West had been verbally offered the role. She said he replied: “No, I don’t think that’ll work, will it.” Brown told the inquiry she had been given the sense ministers “weren’t impressed” that a “bureaucrat” had been chosen for the role.

Confirmed: Ayres' fingerprints were all over the Barilaro appointment ... (Crikey)

Amy Brown's testimony to the Barilaro inquiry reveals how close now-resigned minister Stuart Ayres was to the New York trade role appointment.

Brown also bizarrely complained that she regarded West as a friend and was upset West made file notes of their “personal” conversations. Brown also admitted that after the public service appointment process that led to Jenny West being the initial successful candidate, it was John Barilaro’s office that led the way in demanding the process be put on hold while the appointments were made political. Brown’s statement that “arm’s length is not a fair characterisation of how the process was run” only confirmed the obvious.

Stuart Ayres resigns after Perrottet admits 'engagement' concerns ... (Crikey)

The trade minister's premier has decided questions had been raised about his role in the appointment of John Barilaro to a NY trade post.

His colleagues will be wondering why Ayres’ memory is so at odds with the documents that clearly lay out his role. Moreover, the recruitment panel report was changed to elevate Barilaro and downgrade a superior candidate. The result has been serious damage to the government as Ayres resisted pressure to resign and insisted all was well, to the growing and increasingly open incredulity of his colleagues.

Stuart Ayres faces world of financial Payne (The Sydney Morning Herald)

It's been a rough few months for Stuart Ayres and Marise Payne, once the NSW Liberals' great power couple.

While rumours of her departure have been circulating for years, who would want to miss the excitement of a new government? But there’s more; Farage will also dispense some advice for the conservative political parties who came a cropper in May’s federal election. Meanwhile, don’t expect a changing of the guard at the BCA just yet. She might just have to give up her spot on the UNSW council though! Payne also loses her $364,410 ministerial salary, and is now on a humble $217,060 – at least the federal pollies just got a pay bump. And while you might be forgiven for assuming Barilaro isn’t much of a theatre guy, think again.

None of that has proven to be correct at all, and I think they’ve been taking the public for a ride. “There is clear evidence that Mr Ayres misled the NSW Parliament and was far from the arm’s length distance from the appointment of John Barilaro to this position,” he said. “We knew on the 17th of June that the appointment of John Barilaro as the New York trade commissioner stunk, and we knew that this was not the right way that this should have been done,” she said. Mr Ayres admitted earlier in the week he had texted Mr Barilaro a copy of the job advertisement in December. “The issues raised fell outside the terms of reference of the Head review,” he said. “Those parts raise a question as to whether Mr Ayres has complied with the Ministerial Code of Conduct,” he said.
