Teenager in Custody for South Street Mass Shooting, Sources Say (NBC 10 Philadelphia)

An 18-year-old man is in custody and expected to be charged soon for the mass shooting Saturday night on South Street. He is the first arrested. Police are.

A gun violence tracker from the city controller’s office tallied 743 nonfatal and 188 fatal shooting victims as of June 2. "We cannot accept continued violence as a way of life in our country. While the Uvalde shooting renewed bipartisan talks about modest gun reforms, such talks have broken down in the past. Shootings have accounted for the most killings in Philadelphia this year. Another one of the shooters who has yet to be arrested was last seen running south on American Street between 2nd and 3rd streets. The rest of the victims appeared to be "innocent bystanders," the commissioner said. In Uvalde, Texas, another gunman killed 19 children and two teachers at Robb Elementary School. In Oklahoma, a man killed four people and wounded several others inside a Tulsa medical building. The pair begin grabbing at the third person and a tussle quickly follows. Outlaw said extra officers had been deployed to the area in anticipation of larger-than-average crowds in part due to the warm weather and "several events going on in the city at one time." "I want to emphasize that South Street is manned by numerous police officers," Pace said. It is not known if the suspect was struck, but the gunman did drop their gun and flee. Two others killed in the terrifying violence were Gregory Jackson, 34, and Alexis Quinn, 27.

An arrest warrant has been issued for another person allegedly involved in the shooting, but authorities declined to identify that individual.

Garner told those officers he had been shot in the South Street shooting, and the police took him to the hospital, Pescatore said. At that point, Garner allegedly started firing his own weapon in the direction of where Jackson and Townes had been shooting. Jackson, who had a permit to carry, eventually took out a gun and fired at Townes, who at that point was in the middle of South Street, Pescatore said.

Krasner said he did not expect to charge Towns, the man beaten by Jackson, because Towns had acted in self-defense and had a license to carry his gun. “When you’re down on South Street, you have a duty to not get in no confrontation, especially when you’re a fighter,” Hart said. But the shots he fired came after the fight had mostly subsided, and it was not clear at whom he was shooting. He was fatally shot in the chest. He worked with anti-violence organizations in the city and helped raise money for their work, social media shows, often posting clips or photos with his mentees. Jackson and another man walked toward Towns in a threatening manner, Pescatore said, and Jackson appeared to draw a handgun. As all of that was happening, at least two other gunmen opened fire along nearby blocks of South Street, with panicking crowds fleeing from the sounds of gunfire, police said. Mayor Jim Kenney, who had been attending a national mayors conference in Reno, Nev., returned to the city Monday, though he did not speak publicly about the incident. And it claimed more victims than any single episode of gun violence in the city in at least seven years, and kept a spotlight on Philadelphia’s unrelenting shootings crisis. Amid the chaos, police arrived, and one officer noticed Garner firing his weapon. Law enforcement sources said police Monday night arrested a second man, Rashaan Vereen, who they say took part in a brawl that sparked the entire violent episode. He is now expected to face charges of attempted murder, aggravated assault, and related offenses.
