Ukraine’s finance ministry said that now “all income of residents of the Russian Federation received from sources in Ukraine will be subject to a general tax rate of 15% established by the Tax Code of Ukraine,” instead of preferential rates established by the double taxation agreement. Russia pounded dozens of targets in eastern Ukraine with airstrikes and artillery as ground forces attempted to encircle the Donbas city of Sievierod.

In shock, sometimes fighting off tears, civilians fleeing areas near the eastern front in the war in Ukraine described scenes of devastation as their towns and villages came under sustained attack from Russian forces. Meanwhile, a Ukrainian court is expected to sentence a Russian soldier on Monday in the first war crimes trial of the conflict. The trial in Kyiv seen as a public test of the Ukrainian judicial system's independence comes as international institutions conduct their own investigations into alleged abuses that have turned cities like Bucha and Mariupol into watchwords for destruction. Vadim Shishimarin, a 21-year-old Russian tank commander, has plead guilty to killing an elderly unarmed civilian in the northeast Ukrainian village of Chupakhivka on Feb. 28. In eastern Ukraine, the Russian air force hit four command centres, a communications point, an anti-aircraft missile system and 87 areas where troops and Ukrainian military equipment amassed as well as seven ammunition stores, the defence ministry said. An American delegation is scheduled to hold talks in The Hague this week on “responses to atrocities committed in Ukraine,” the State Department said. “Chinese planners must take the possibility of Japan getting involved into account when they plan and when they decide whether or not to attack Taiwan,” Mr. Michishita said. Wrapping up the event, Mr. Biden ignored shouted questions about what a military intervention in Taiwan would look like and whether he was prepared to put American troops on the ground. Mr. Biden had ignored the practiced imprecision of his predecessors with regard to China and Taiwan before in his presidency. President Biden said he would use military force to defend Taiwan if it were ever attacked by China, dispensing with the “strategic ambiguity” of past presidents. “My wish would actually be to keep the Druzhba pipeline out of the embargo entirely,” said another employee, who identified herself as the mother of three young children. Flattened by the Soviet Union at the end of World War II, the arrival of the oil pipeline — its name, Druzhba, means friendship in Russian — and refinery in the late 1960s drew thousands of workers and their families, lured by secure jobs. The PCK refinery — the name is a nod to its East German roots as the state-owned “Petrolchemisches Kombinat,” or Petrochemical Combine — is owned by Rosneft, the Russian state-owned oil company. The defendant sat in a glass cage, wearing the same blue-and-gray hoodie he has worn for every trial appearance, his head bowed as an interpreter whispered to him in Russian through an opening in the glass. This time it is a war that is already affecting the price of global food and oil supplies and contributing to surging inflation. “But we do not have many opportunities to protect his interests on the spot.” Sergeant Shishimarin, who had pleaded guilty at the start of the trial last week, was sentenced to life in prison.

That also means ratcheting up sanctions to accelerate the havoc coming to the Russian economy due to Putin’s disastrous decisions. That means continuing to provide the Ukrainians the means to defend their country and drive back the invading Russian army. Moreover, NATO could well decide to make the presence of alliance forces on its eastern flank (e.g., in the Baltic states and Poland) permanent rather than rotating. In that case, some of the advantages that favor the defense would accrue to the Russian military. Barring a total collapse of the Russian military (not to be excluded, but unlikely), it is difficult to see how Ukraine can muster the necessary leverage to regain Crimea. A senior Ukrainian official privately said in September 2014 that perhaps Kyiv should let the then-occupied part of Donbas go — “they don’t think like we do” — but he quickly added that no serious Ukrainian official could say that publicly and expect to survive. (This could also become a tragedy for countries around the world that depend on Ukrainian food exports that are now blockaded.) The West should support that position and reject the Kremlin’s attempt to redraw international borders by force of arms. Western countries will have to decide what to do about sanctions on Russia; some may wish to maintain sanctions even after a settlement, though the West should be sensitive to sanctions-easing if Kyiv says that is necessary to secure an otherwise acceptable deal. The multiple axes of attack suggested that the Russian military aimed to quickly capture the capital of Kyiv, depose the democratically-elected government, and occupy perhaps as much as the eastern two-thirds of Ukraine. U.S. officials see Russian President Vladimir Putin stubbornly digging in, discern no negotiating path in the near term, and expect a war of attrition, with the sides slugging it out but neither able to score a convincing victory. However the war concludes, an independent and sovereign Ukrainian state will remain on the map of Europe. The Kremlin has now focused on taking full control of the Donbas, a substantially downsized goal from its original invasion aims.

Things are not going to plan for Vladimir Putin. The once-feared Russian army has long since abandoned its goal of capturing Ukraine's capital Kyiv, ...

Putin, his first wife and two daughters returned to Leningrad in 1990 as the Soviet Union itself was falling apart. At times he appeared drunk and out of control in public. They passed then, but he did find his way in after graduating from Leningrad State University. But Putin is showing no sign of weakening. Initially, Putin sought to engage the West. In 2001, he addressed the German Bundestag in fluent German and spoke of Russia's place in Europe. He said Russia needed to do more to claim some form of victory in Donbas and the south after Ukraine had a taste of success in Kyiv and Kharkiv. In 1990, at the age of 38, Putin became an adviser to the Mayor of St Petersburg and gradually became a power player in the city's administration. "All of a sudden, we saw these very mysterious bombings in Moscow apartment buildings that had quite interesting links to the FSB … and all of a sudden we had to blame that on Chechnya," Sheftalovich said. Yet Britain's Ministry of Defence estimates 50,000 Russian troops have been killed or wounded. "No-one will forget the lessons of World War II and there will be no place in the world for hangmen, executioners and the Nazis". Some Western intelligence sources suggest this number is too high. No matter how you look at it, Putin's "special military operation" — as he calls it — is far from achieving the goals he spelled out at the beginning of the invasion in his televised address to the nation, and the world, on February 24.

They surrendered and were taken prisoner last week, at which point Moscow claimed the capture of Mariupol was complete. Shishimarin, a captured member of a tank unit, apologised to the man’s widow in court. Abraham, however, noted that following a order is not a defence under the law. “What we are likely to see is many more such cases as this conflict continues,” Basravi said from Kyiv. “We’ve got two pilots possibly being seen in court in the coming days. Therefore, one consideration was to no longer pay “any price” for oil, but to agree on upper limits, he said. The expediency of giving the status of the state language to the Crimean Tatar language, as is done in Crimea, we will discuss in detail at a meeting with the community,” he said. We say that our request is the real lives of many people who would not have died if we had received all the weapons we are asking for,” he said in his nighttime address. Zelenskyy made the comments in his nightly address on the eve of the three-month anniversary of the Russian invasion. And Ukrainian prosecutors are investigating more and more cases of what they’re calling alleged war crimes on a near-daily basis.” But at these times it is a sensitive subject and whatever you decide will create a lot of conflict,” said Djokovic, who is Serbian. I visited the@UkrInstitute, an organization that is preserving and promoting Ukraine’s vibrant & living culture, to underscore the Kremlin's war on Ukraine cannot erase what makes the country & its people so unique. He said the vast majority hit civilian targets. Including the right to life for Ukrainians”. Part of Putin’s war is an attempt to erase Ukrainian identity. Plus, we have a large community of Crimean Tatars living in our region.

Russia-Ukraine war: what we know on day 90 of the invasion (The Guardian)

A veteran Russian diplomat has resigned over his country's invasion of Ukraine as a Kyiv court sentences a Russian soldier to life in prison.

Volodymyr Zelenskiy urged the west to intensify its economic sanctions against Russia as he said business leaders in Davos needed to decide whether “brute force” should rule the world. Starbucks is leaving the Russian market, bringing an end to nearly 15 years of business there. Kristalina Georgieva predicted that 2022 would be a tough year and declined to rule out a global recession if conditions worsened markedly. Zelenskiy gave an insight into the level of losses being sustained by Ukrainian forces in the Donbas, saying between 50 to 100 Ukrainians could be dying every day. The Ukrainian president, Volodymyr Zelenskiy, said Vladimir Putin was the only Russian official he was willing to meet with to discuss how to end the war. Boris Bondarev, a counsellor at the Russian permanent mission to the UN in Geneva, wrote in a public statement: “Never have I been so ashamed of my country.”He confirmed he had submitted his letter of resignation.

The Russia-Ukraine War: May 21-22, 2022 (The Wall Street Journal)

Ukrainian President Volodymyr Zelensky is scheduled to address the World Economic Forum gathering in Davos via video on Monday. The speech comes as Ukrainian ...

On Saturday, a Russian Tulpan self-propelled heavy mortar destroyed the main bridge connecting Severodonetsk to government-controlled areas, making the defense of the embattled city even more difficult. Russia lost some 90 tanks and other armored vehicles in that attempt, according to drone footage, and has acknowledged the death of its 12th Engineers Brigade commander, among other casualties. The bloc is close to approving a new package of sanctions that would include an embargo on Russian crude oil, though Hungarian Prime Minister Viktor Orban is standing in the way. Mr. Zelensky said Sunday night that he is preparing for a week of maximum diplomatic activity as Ukraine looks for ways to increase the volume of its agricultural exports and fuel imports. Moscow’s current offensive focuses on a much narrower salient that includes Severodonetsk, the administrative center of Ukrainian-controlled Luhansk region, and nearby towns. But if he approves it, troops would be deployed only for the defense and security of the embassy, which lies within range of Russian missiles, U.S. officials said. President Biden has yet to be presented with the proposal. A verdict is expected Monday in the war-crimes trial of a Russian tank sergeant who admitted killing a civilian. His comments come after some European leaders have proposed offering Russia enough concessions to allow President Vladimir Putin to save face and end the war. Mr. Duda didn’t name which countries were pressing Ukraine to accept Russia’s demands. “Nothing should be decided about you, without you.” Thanks for joining us.

Russia-Ukraine war live updates: Difficult weeks ahead in Donbas ... (The Washington Post)

However, Ukrainian President Volodymyr Zelensky warned that the coming weeks will be difficult. Key cities in the contested Donbas region, such as Severodonetsk ...

The weapons: Ukraine is making use of weapons such as Javelin antitank missiles and Switchblade “kamikaze” drones, provided by the United States and other allies. The latest: President Biden signed a $40 billion package of new military and humanitarian assistance to Ukraine on Saturday while visiting South Korea, amid signs that the United States and its allies are preparing for a drawn-out conflict. The fight: A slowly regenerating Russian army is making incremental gains in eastern Ukraine against valiant but underequipped Ukrainian forces. Fighting is also continuing in the town of Lyman, to the north, as Russian forces attempt to cut off Ukrainian supply lines. Kharkiv: A Ukrainian counteroffensive northeast of Ukraine’s second-largest city continues to threaten Russian positions, the ISW’s military analysts said. There is a Ukrainian military training center in the area, and it wasn’t immediately clear whether the dead were civilians or service members. Russian troops are constantly bombarding the area and using “scorched-earth” tactics in the city as the Kremlin seeks to capture the Luhansk region, its governor said. But with her native Ukraine three months into a war for its survival, Lesia Tsurenko wants fellow players and tournament officials to understand that compartmentalizing is not easy for Ukrainians on the pro tour. “The United States military had about 78,000 in EUCOM [European Command], Army, Navy, Air Force, Marines and Space Force. In a few short months, we bolstered that by over 30 percent,” Milley said. The figure includes Ukrainians who have returned home after initially fleeing the Russian invasion. The bloc has not been able to formalize a ban because of internal disagreements. The subway system in Kharkiv, where Ukrainian forces successfully held off a fierce assault, will also resume operations on Tuesday. It was shuttered for nearly three months and repurposed as a shelter from Russian bombardment.
