Little noted that the queen has always had these sorts of exchanges. Asked what he was like, the queen said: “Russian,” prompting giggles from the others. “Compromises will be made and these Zoom calls are a part of them,” Little said. Like other Londoners who escaped to the countryside during the pandemic, Elizabeth shifted her home base from Buckingham Palace in London to Windsor Castle, 22 miles west. She’ll also have her weekly chat with British Prime Minister Boris Johnson, that one on the phone. Buckingham Palace cited “ mobility problems” as the reason Elizabeth had to miss the ceremonial opening of Parliament for the first time in nearly six decades. “He didn’t speak English,” she continued. The presence of Charles and Prince William at the opening was a striking visual symbol of an ongoing transition of power. And there are questions about how much of her own Platinum Jubilee celebrations she’ll be able to attend next month. He repeatedly said “Her Majesty’s government” not “my government” when reading the speech, which outlines the government’s priorities for the year. Queen Elizabeth II, 96, has scaled back her activities and gradually delegated more duties to Charles and other senior British royals. Charles did not sit on the elaborately carved and gilded Sovereign’s Throne, but instead used the Consort’s Throne, which is similar but an inch shorter.

The state opening ceremony itself is a spectacular pageant steeped in the two sides of Britain’s constitutional monarchy: royal pomp and political power. This year, Charles travelled to Parliament by car, rather than carriage, and did not wear the crown, which got its own seat. But other symbolic elements were present, including scarlet-clad Yeomen of the Guard and an official known as Black Rod who summoned lawmakers from the House of Commons to the House of Lords. But there was no specific new relief for soaring grocery and energy bills. Johnson has apologized but denies knowingly breaking the rules. The 96-year-old monarch pulled out of reading the Queen’s Speech at the ceremonial State Opening of Parliament because of what Buckingham Palace calls “episodic mobility issues.” Her son and heir, Prince Charles, stood in, rattling through a short speech laying out 38 bills the government plans to pass.

" scandal continues to haunt Prime Minister Boris Johnson. Leader of the opposition, Keir Starmer, said on Monday that if he is fined by police -- who are investigating whether or not he broke Covid rules at an election campaigning event -- he will resign. When he arrived and sat on the throne there was audible surprise among those watching in person. Prior to the event taking place there was a mixture of confusion among those sitting in the Chamber of the House of Lords as to whether or not Charles would sit beside a ceremonial throne or stand in front of it.

While she won't be at the State Opening of Parliament, the Queen has a busy schedule this week. The Queen's annual garden parties will kick off this week at Buckingham Palace, but the monarch will not be in attendance. The Imperial State Crown was placed prominently on a table between the two princes. Her ongoing "mobility problems" made it difficult for the Queen to commit to the outing. With his son, Prince William, in attendance for the first time, Charles carried out the duty that his mother has done all but two times in her 70-year reign. While Queen Elizabeth wasn't there, the Imperial State Crown was still present.

But any solution would have been a constitutional innovation.” “A regency requires three out of five dignitaries, the Prince of Wales, the lord chancellor, the Speaker of the Commons, the lord chief justice and the master of the rolls, to certify that the Queen is permanently – permanently – incapable of carrying out her duties. There are currently four: Charles, William, Harry and Andrew. The latter two are clearly problematic at present. This is symbolised by the fact they can never act singly,” said Bogdanor. “The criterion is objective. The Queen, meanwhile, was understood to be watching on TV from Windsor Castle.

They also have a role in all U.K. state ceremonies and care for the vast historical archive of heraldic material gathered over the centuries. The duty also came relatively late to William, 39, as his father attended his first state opening in 1967, when he was just 18. Today, the holder of the position, Sarah Clarke, must recreate this moment by banging on the door of the House of Commons three times with her rod. Just in front of this, the Imperial State Crown was placed on a small table to symbolize the Queen's authority. So obviously that's quite important for people to have the appropriate seat." A handful of other participants also made history inside the historic Houses of Parliament. Her speech was delivered by the Lord Chancellor (currently the Conservative MP, Dominic Raab). Charles had his wife Camilla by his side as well. Prince William was present at the ceremony for the first time, sitting to the right of Charles in one of the Chairs of State. The Queen has only missed the State Opening twice before in her historic 70-year reign. The State Opening of Parliament is a British monarch's most important constitutional duty, so delivering the speech symbolizes a major step-up for Prince Charles. It also had to be authorized in advance by Queen Elizabeth through a "Letters Patent" that temporarily transferred her constitutional authority to the Prince of Wales and Prince William. While the Prince of Wales stepped up to fulfill the important constitutional duty of delivering the Queen's Speech for the first time, his son Prince William and wife Camilla, Duchess of Cornwall were also in attendance for the first time.
