Ukraine War Live: Russian legislation would further tighten media ... (Newsweek)

NATO foreign ministers began a two-day summit in Brussels Wednesday, discussing how to increase pressure on the Kremlin and end the war.

"The forced removal of children from Ukraine to the Russian Federation continues," the Ukrainian Prosecutor General's Office said. "The fact that the Russian military did not even try to remove the bodies of killed people from the streets. Data from the Office of the U.N. High Commissioner for Human Rights (OHCHR) includes 1,563 deaths and 2,213 injuries; however, it warns actual figures are "much higher." "The fact that the Russian occupiers shot people on the roads as they tried to escape from the blocked cities. We need to cut off the flow of money that the Russian budget receives for oil and spends it on missiles, bombs, artillery shelling." "I am grateful to all of you for that." "People continue to flee their homes because of war, and the humanitarian needs on the ground continue to soar," IOM Director General António Vitorino said. He said every building in the city is damaged as Russian forces continue blocking access into Mariupol where tens of thousands remain. He said the system is not "very complex," requiring only about two days of training. Russian forces have been repositioning out of Kyiv and towards Belarus over the last few days, according to the Pentagon. The world has not seen a tragedy on the scale of Mariupol since the Nazi camps." Specifically, he said Russia will start a new attack in the Donbas region of eastern Ukraine.

Ukrainian President Volodymyr Zelenskyy has called on the international community for support in an impassioned plea before the U.N. Security Council.

Russian forces were accused of killing and torturing as many as 300 people in Bucha before pulling out of the town. Ukrainian Foreign Minister Dmytro Kuleba is expected to attend part of the two-day talks. Moscow has repeatedly denied the claim, calling it a "provocation," even as photos purported to show the dead bodies of civilians in Bucha have sparked international outrage. Safe routes out of Mariupol have been repeatedly blocked and attacked, making evacuations nearly impossible, Ukrainian officials have said. The proposed package also includes a full transaction ban on four Russian banks. Russian and Belarusian transport companies would also be blocked from entering the European Union. In a statement, police said they were still investigating the incident. They have not yet released the identity of the driver. India's ambassador to the United Nations said the country "unequivocally" condemns the atrocities Russia has been accused of committing in the Kyiv suburb of Bucha. "We must increase pressure on Putin and the Russian government again," she said in a tweet Wednesday. "So, we propose to tighten our sanctions even further." Ukraine has accused Russian forces of killing and torturing as many as 300 people in the Kyiv suburb of Bucha before pulling out of the town. On Wednesday, Ukrainian President Volodymyr Zelenskyy said in a speech before Ireland's Parliament that he could not tolerate "indecisiveness" from the West on sanctions against Russia. He accused Russia of deliberately provoking a food crisis to use hunger as a weapon against civilians.

Ukrainian authorities braced for the discovery of more civilian deaths in cities and towns around the capital from which Russian forces have retreated.

"To talk about where exactly my daughters work and what they do—I have never done this and am not going to do it now, for many reasons, including security issues," Mr. Putin said. Mr. Putin “always spoiled them, and I had to educate them,” Ms. Putina, the president’s former wife, is cited as saying. "They just live their lives and do it with dignity," he said. My daughters are fluent in three European languages,” he was cited by TASS as saying. The Kremlin has only ever identified them by their first names, Maria and Katerina. The name “Putina” would typically connote the daughters’ family name, before taking on any married name. Both daughters were born to Mr. Putin’s former wife, Lyudmila Putina, a former Aeroflot cabin crew member.

It comes as the UK announces further sanctions against eight oligarchs and two more Russian banks.

"It is no wonder people are responding in the way that they are. Asset freezes prevent anyone in the UK or any UK company from dealing with any funds or resources that are owned or held by the designated person, and prevent resources being provided to or for the benefit of that person. As part of its sanctions response, the UK has pledged to stop importing Russian oil by the end of the year, while the EU is reducing its imports of Russian gas by two-thirds.

The government has also set a target of more than doubling onshore wind capacity to 115GW by 2030, including by reducing the minimum distance to certain radio beacons and weather radars. Officially, the coordinated IEA stockpile release will amount to 120 million barrels of oil -- half from the US and half from other members, the people said. Europe’s biggest economy aims to generate almost all of its electricity from renewable sources such as wind and solar by 2035 — more than doubling the current rate in 13 years. The goal for 2045 — by when Germany aims to achieve “net zero”′ greenhouse gas emissions — is 70 GW of offshore wind capacity. This will be the second coordinated deployment of oil stockpiles in just a few weeks. The IEA expects Russia’s oil production to slump by a quarter this month, leaving a huge gap of 3 million barrels a day in global energy supplies. The Associated Press saw two in a house in a silent neighbourhood. Ukrainian officials have stepped up calls for civilians to evacuate westward from towns near the front line ahead of the anticipated Russian offensive, and some essential services were being moved away. “I suggested that (Putin) … the Ukrainian president, the French president and the German chancellor hold a meeting here in Budapest, the sooner the better,” Orban said. Hungary is a member of both the European Union and NATO. In addition to seeking Russian oil, India is the world’s largest buyer of Russian weapons. The new sanctions hit Sberbank, which holds one-third of Russia’s total banking assets, and Alfa Bank, the country’s fourth largest financial institution, US officials said.

“And at this rate, it will go back to Soviet-style living standards from the 1980s.” Others included Russian Prime Minister Mikhail Mishustin and Justice Minister Konstantin Chuychenko. “Responsible nations have to come together to hold these perpetrators accountable,” he said. But energy transactions were exempted from the latest measures, they said. Britain also froze Sberbank’s assets, and said it would ban imports of Russian coal by the end of this year in the latest installment of sanctions coordinated with the United States and other Western allies to “starve Putin’s war machine.” The United States targeted Russian banks and elites with a new round of sanctions on Wednesday, including banning Americans from investing in Russia, in response to what President Joe Biden condemned as “major war crimes” by Russian forces in Ukraine.

As Ukraine war enters new phase, can western arms turn the tide? (The Guardian)

Analysis: Poor Russian tactics and Ukrainian determination gave early successes, but forces in east and south are more dug in.

Without more tanks, in particular, it is not obvious that Ukraine can relieve the besieged Mariupol. A handful or two of Czech tanks, or the four Bushmaster armoured vehicles sent by Australia, will not make much difference. Ukraine’s military spent the first six weeks of the war trying to pick off invading Russian armoured columns with light infantry using anti-tank bazookas.

China has called for talks while refusing to criticize Russia over its invasion. The ICRC says its team that has been trying to enter Mariupol since last Friday got within 20 kilometers (12 miles) of the besieged city, but security conditions made it impossible to enter. “Credible information shows that from March 7 to March 30 Russian soldiers and security forces were deployed in this area,” he said. A poll commissioned by Finnish broadcaster YLE last month showed that, for the first time, more than 50% of Finns support joining the Western military alliance. He declined to say what kind of protection they might get. President Joe Biden is also signing an executive order to ban new U.S. investment in Russia. Videos and photos of corpses of people who appeared to be civilians have sparked calls for tougher sanctions and war crimes charges against Russia, which has vehemently denied responsibility. He also lobbied heavily against the EU imposing sanctions on Russian energy imports. “I suggested that (Putin) … the Ukrainian president, the French president and the German chancellor hold a meeting here in Budapest, the sooner the better,” Orban said. “They’re going to keep getting them, and we’re going to keep sustaining that.” Capturing the city would allow Russia to secure a land corridor to the Crimean Peninsula that Russia annexed from Ukraine in 2014. She said an additional 1,206 people were evacuated from the eastern region of Luhansk.

Once mocked by Biden, Russia's rouble emerges from the ashes (The Sydney Morning Herald)

In the days after the Ukraine war began, the rouble's collapse was a potent symbol of Russia's newfound financial isolation. But it has roared back to life.

There will be plenty of false dawns as the world valiantly seeks to end this war.” This means that if the coalition of governments who oppose Putin want to hurt the rouble again, they’ll likely have to change tack. “It is not a free-floating currency given all the measures imposed by the authorities,” Tresca said. Then during the 2008 crisis, the authorities burned through billions of dollars to slow the currency’s slide, in part to avoid spooking the population and sparking a run on the nation’s banks. That includes freezing the assets held by nonresident investors, and telling Russian companies to convert 80 per cent of the foreign currencies they hold into roubles. The rate was broadcast by the exchange kiosks that sprung up in every town and city, flagging the currency’s collapse as hyperinflation erupted in the early 1990s.
