While calling Moscow’s invasion unacceptable, Ankara has also opposed the Western sanctions. The West has imposed heavy sanctions on Abramovich and other Russian billionaires, as well as Russian companies and Russian officials, in a bid to force Putin to withdraw from Ukraine. In a speech in advance of the talks, Turkish President Recep Tayyip Erdogan told the delegations they had a “historic responsibility” to stop the fighting, and that progress would pave the way for a meeting of the countries’ two leaders. He added the move would send a “message to the Ukrainians that Russia has no intentions whatsoever to mass troops or move troops in the future to try and take over Kyiv”. Fomin said Moscow had decided to “fundamentally … cut back military activity in the direction of Kyiv and Chernihiv”. Russian and Ukrainian negotiators have ended the first direct talks in more than two weeks in Istanbul, with Moscow saying it was ready to “fundamentally cut back” military activity near the Ukrainian capital of Kyiv and the northern city of Chernihiv.

Russia's military is under pressure in Ukraine and refocusing on the ... (ABC News)

Rudskoi noted in his briefing that "the combat potential of the armed forces of Ukraine has been significantly reduced". I am almost certain that this is true.

But the Russians have showed the capacity to adapt in some areas of their campaign; we should not discount this possibility. Unless there is a ground invasion from Belarus in this region, this will remain the case. It is a region that is no stranger to war. We may see a significant Russian offensive in this region. While this might well be deception for other Russian plans, there is a certain logic to this. First, the Russians will continue to bombard the cities with artillery, rockets and dumb bombs delivered by reticent Russian Air Force planes. The Russians were also quick to implement this approach in Kharkiv, Mariupol, Sumy and beyond. The first phase is over because it is being enforced by the courageous Ukrainian defensive strategy, large amounts of Western military aid, and Russian military incompetence — in their ground tactics, air campaign and logistic support to their troops. They then had to implement a Plan B invasion that was focused on weakening and wearing down the Ukrainian armed forces. The new plan (or an evolved Plan C) is likely to have three defining elements. But not because the relative halt in Russian operations was part of their overall operational design. Ukraine has taken combat casualties, and it has had many of its civilians killed and maimed by Russian forces.

Twice the convoy left their vehicles by the side of the road and scattered for cover. "Maybe they realize that they are not winning this war, and they will never win," Ukraine's former ambassador to Austria, Dr. Olexander Scherba told the BBC after Tuesday's negotiations. CBS News senior foreign correspondent Holly Williams reports that Putin's ground forces have been stalled for weeks in their approach to Kyiv and other towns, and they're taking heavy losses. Ukrainian and Russian negotiators sat face-to-face for the first time in weeks on Tuesday in Turkey, resuming direct talks that Ukraine's government hopes will bring a ceasefire after more than a month of Vladimir Putin's brutal invasion. "I would leave it to our Ukrainian partners to characterize whether there is any genuine progress and whether Russia is engaging meaningfully," Blinken told reporters on Tuesday. "What I can say is this: There is what Russia says, and there is what Russia does. a decision was made to radically, at times, reduce military activity in the Kyiv and Chernihiv directions," Russia's Deputy Minister of Defense Alexander Fomin said.

Istanbul meeting begins 'with no handshake' as Kremlin dismisses reports billionaire was poisoned at previous negotiations.

“Certainly in terms of the negotiations, nothing that we have seen so far has demonstrated to us that Putin and his colleagues are particularly serious,” one said. “It’s more of a tactical exercise in playing for time.” We have only heard the Ukrainian proposals. “Has there been some movement by some Russian units away from Kyiv in the last day or so? What Russia is doing is the continued brutalisation of Ukraine.” Having failed to seize the Ukrainian capital and force an early capitulation, Moscow said last week it was shifting its focus to expanding the territory held by pro-Russia separatists in the eastern Donbas region.
