Four suspects were charged over the firing of the missile but none agreed to attend a Dutch court. Senator Payne said on Monday that the Australian and Dutch case against Russia would rely on key facts about the attack including information that showed the missile system was transported from Russia to the field in the east of Ukraine on the morning of July 17. Foreign Minister Marise Payne announced the legal move on Monday with a statement that listed six key claims about the use of a Russian Buk TELAR surface-to-air missile system to shoot down the plane and the transfer of this missile system to Russia soon after the crash.
