More sanctions have since been announced – such as the expulsion of selected Russian banks from SWIFT, the interbank messaging system, which effectively cuts them off from the global financial system. This, in turn, creates a danger of stagflation – low growth and inflation through supply shocks.” It was France that was pressing for this, and Germany that resisted because of the increased cost. What would a Russian victory look like? The Moex recovered somewhat to close at -33 percent on the day. It’s also more closely bound to trade with Russia.” The Russian army claimed it has taken control of the strategically important city of Kherson in southern Ukraine on Wednesday. A 64km convoy of hundreds of Russian tanks and other vehicles is on a road to Kyiv and Russian forces have encircled the eastern city of Kharkiv and the port city of Mariupol. Thousands of Ukrainians have been fleeing the city through the sprawling railway complex. Get a note direct from our foreign correspondents on what’s making headlines around the world. The only countries to vote with Russia were Belarus, Syria, North Korea and Eritrea. Cuba spoke in Moscow’s defence but ultimately abstained. Russia already has seized control of the decommissioned Chernobyl power plant, the scene in 1986 of the world’s worst nuclear disaster. Russia also pounded Kharkiv, Ukraine’s second-largest city with about 1.5 million people, in another round of aerial attacks that shattered buildings and lit up the skyline with flames. Airbus and Boeing jets account for the vast majority or Russia’s passenger fleet. In the aftermath, Larissa Lipatova crowded under blankets with seven other villages in a cold, damp concrete cellar among jars of pickled vegetables. “In my old age, I had to take up arms,” said Andrey Goncharuk, 68. An Interior Ministry adviser said the blast was caused by wreckage from a downed Russian cruise missile, not a direct rocket strike. There was no immediate word on casualties and the station building suffered minor damage. Ukrainian President Volodymyr Zelensky called on Ukrainians to keep up the resistance. Ukraine did not disclose its own military losses but said more than 2000 civilians have died, a claim that could not be independently verified.

Russia-Ukraine updates: UN says 1 million refugees have fled ... (The Philadelphia Inquirer)

Russia's war on Ukraine is now in its seventh day, and Moscow esclated its offensive on cities across the country.

A photo posted on Twitter and verified by The Washington Post shows the night sky over the city lit up by what appears to be a powerful explosion near a residential area. For instance, the White House is weighing imposing new sanctions on Alisher Usmanov, the owner of an iron and steel conglomerate who Forbes has estimated to be worth more than $15 billion, the people said. But since Russia invaded their country last week, the plant has become a global symbol of resistance, unity and hope. The Winter Paralympics open Friday and numerous Russian athletes are already in the Chinese capital. “And thanks to this, the ‘Kadyrov’ elite group was destroyed, which came here to eliminate our president.” “I have instructed my team to set up a charitable foundation where all net proceeds from the sale will be donated,” he said. President Joe Biden previewed that he would making the move in his State of the Union address on Tuesday evening. But the mayor of Kherson, Igor Kolykhaev, said Russian soldiers were in the city and came to the city administration building. The White House, however, said in a statement that U.S. and allies “share a strong interest in degrading Russia’s status as a leading energy supplier over time.” It has also potentially saved lives: Ukrainians have raced to disseminate defensive strategies, plot escape routes and document the brutality of a raging clash. Syria, whose civil war erupted in 2011, currently remains the country with the largest refugee outflows — at more than 5.6 million people, according to UNHCR figures. The tally from UNHCR amounts to more than 2 percent of Ukraine’s population on the move in under a week.

China Asked Russia to Delay Ukraine War Until After Olympics ... (The New York Times)

A Western intelligence report indicates that Chinese officials had some level of direct knowledge about President Vladimir V. Putin's war plans or ...

This intelligence was part of what led Jake Sullivan, the White House national security adviser, to warn on Feb. 11 that a Russian attack could come before the end of the Olympics. Multiple officials also said at the time that U.S. officials had picked up intelligence that Russia was considering Feb. 16 as the possible start date for the invasion. Days after President Biden spoke to Mr. Xi in a video summit on Nov. 15, senior American officials decided to present intelligence on the Russian troop buildup around Ukraine to senior Chinese officials to try to get them to persuade Mr. Putin to stand down. But U.S. officials expect Chinese state-owned banks to avoid openly violating the sanctions for fear of jeopardizing their global commerce. Spokespeople for the Chinese Foreign Ministry have refused to call Russia’s actions an “invasion” and blamed the United States for inflaming tensions around Ukraine. British officials had assessed that an attack by Mr. Putin before the Olympics was possible but unlikely, according to multiple officials briefed on London’s intelligence. It is not clear what assurances, if any, Russian officials gave Chinese officials about the invasion. The Americans began a campaign last fall to share intelligence with mainly ally and partner nations and to present declassified material to the public to build pressure on Russia to halt any planned invasion. One official familiar with the intelligence said the material did not necessarily indicate the conversations about an invasion took place between Mr. Xi and Mr. Putin. Other officials briefed on the intelligence declined to give further details. The movements indicated a high level of trust between Russian and Chinese officials. “The Chinese support all of Putin’s narrative to blame the West for provoking Russia,” Mr. Gallagher said. China held the closing ceremony of the Olympics on Feb. 20. The report indicates that senior Chinese officials had some level of direct knowledge about Russia’s war plans or intentions before the invasion started last week.
